How is the Master (as a character) not a supervillain? Encyclopaedic knowledge of... everything, major points in gadgeteer skills, has significant resources, is the arch-enemy of the hero...
Or are you talking about the Master's superpowers in The End Of Time? I'd agree with that... he doesn't need zap powers to do what he does.
